Why Chinese-invested companies in Indonesia need bilingual local staff
China was Indonesia's third-largest source of foreign direct investment in 2025 at USD 7.5 billion according to BKPM, and much Hong Kong-routed capital is Chinese as well. Understanding HSK levels when hiring in Indonesia
HSK is the standard proficiency test for Mandarin as a foreign language and the most practical yardstick when recruiting Indonesian staff. In our experience HSK 4 is the working minimum for daily communication in a factory, HSK 5 is needed for meetings and written reports, and HSK 6 suits executive-assistant or management roles. We verify certificates and run a live conversation test because certificates alone do not show fluency.

The pool of Indonesians with usable Mandarin is limited but growing. We source from Chinese-language departments at Indonesian universities, alumni of universities in China and Taiwan, Chinese-medium school graduates, Chinese-Indonesian communities in Jakarta, Medan, Pontianak and Surabaya, and experienced staff in existing Chinese-invested plants. For plants in Central Java or Sulawesi, we also identify candidates willing to relocate and prepare them for site conditions.

Compliance notes for foreign-invested employers
Bilingual staff are often hired alongside a Chinese expatriate team, so a few rules matter. The Indonesian employee signs a PKWT or PKWTT directly with your company; Hire Global is a placement agency and does not act as employer. HR positions must be held by Indonesian citizens. Expatriate positions need an approved RPTKA and an Indonesian counterpart, and the Ministry of Manpower indicated in April 2026 that the foreign-worker regulation (Permenaker 8/2021) is being revised.

Can we hire a Chinese national as interpreter or HR staff instead?
Interpreter and HR roles are generally filled by Indonesian citizens. Foreign nationals cannot hold HR or personnel positions under PP 34/2021, and any expatriate position requires an approved RPTKA, a compensation fund payment and an Indonesian counterpart. Hiring a bilingual Indonesian is faster, cheaper and compliant.
How much do Mandarin-speaking staff earn in Indonesia?
Salaries depend on HSK level, function, experience and location, and bilingual candidates command a premium over the district minimum wage. We do not publish salary tables because they change quickly and vary widely between Jakarta and regional plants.
